Northeast Occupational Exchange, Inc. (NOE) is a licensed mental health and substance abuse agency founded in November 1975 by Dr. Charles O. Tingley, who remains as CEO and Clinical Director. NOE serves adults, children, and adolescents with integrated services including personal and social adjustment training, psychological services, residential services, vocational and educational assessment, community placement employment programs, and substance abuse services. The organization assists persons who are physically and mentally disabled and otherwise vocationally handicapped to maximize independent living capability, eliminate substance abuse and dependence, and enhance employability and economic independence. NOE operates offices throughout Maine in Bangor, Lincoln, Newport, and Dexter. The agency maintains quick access referral and no waiting list policies and offers treatment along an extensive continuum of care.
