Rev. Troy Collier founded Faith Recovery in 1979 after 10 years of outreach to the Newport News area from programs he founded in Little Rock, AR. Once an alcoholic himself, he founded the 22nd Teen Challenge in the United States in the 1960s and faithfully served the Hampton Roads community for 36 years until his death in July 2015 at age 87.
